ARTICLE I

Name

The name of this organization shall be the Kentucky Girls Lacrosse Coaches Association (KYGLCA).

ARTICLE II

Purpose

The purpose of this organization is to promote and develop the sport of girls lacrosse in Kentucky. It is for educational, training, and charitable purposes. The KYGLCA also exists to ensure that high school girls have a fair opportunity to play lacrosse in Kentucky. The KYGLCA prohibits and will not tolerate acts of harassment, discrimination, or bullying.

ARTICLE III

Membership and Dues

The membership of this Association shall consist of the following schools: *Anderson County, Assumption, Atherton, Ballard, Bowling Green, Bryan Station, Central Hardin, Christian Academy, Collegiate, Collins, Cooper, Dixie Heights, Dunbar, Eastern, Fern Creek, Frederick Douglass, Great Crossing, Greenwood, Henry Clay, Kentucky Country Day, Lafayette, Lexington Catholic, Lexington Christian, Male, Manual, Mercy, North Hardin, North Oldham, Notre Dame Academy, Oldham County, Owensboro, *Presentation, Ryle, Sacred Heart, Sayre, Scott County, Shelby County, South Oldham, and South Warren, Tates Creek, and Woodford County. 

Each Head Coach from teams within the league are members of the Kentucky Girls Lacrosse Coaches’ Association. There will always be at least 1 (but not more than 2) Regional Representatives who are the voting members of this body. This subgroup will be referred to as "the “Awards Committee” and will select all postseason awards while also being responsible for making recommendations to the Board of Control, as needed

Each year a member school in good standing will be required to pay $200.  This will cover the cost of the Kentucky All-Star Game and KGYLCA administered awards such as All-State, Positional Players of the Year, and Miss Lacrosse.  Failure to pay dues (in full and on time) will result in a loss of eligibility of awards, as well as being given a non-voting status for the remainder of that season.  Payment is due in full to the Treasurer by April 15 of each season.

All coaches must have an updated USA Lacrosse membership.

ARTICLE IV

Officers (Duties and Terms)

The Association shall be led by 4 officers: the President, Vice-President, Secretary, and Treasurer. All Officers shall be responsible for assuring that Association liabilities are met.  This includes assisting the Treasurer in meeting her responsibilities. No Officer shall allow the Association to fall into debt. No commitments shall be made that current funding does not support.  

Section 1.  The President (Rylee Huffman, Eastern/Pat McAnulty, KCD) shall serve a term of 2 years. The President may serve 2 consecutive terms after which the President will be ineligible to run for this office for at least 1 term.  Election shall be held in an odd year.

The President is responsible for maintaining and supervising all aspects of the Association and is the principal representative of the Association.  

  • The President will chair the meetings and implement the decisions of the membership of the Association.

  • The President shall be the principal coordinator between the officers of the Association, Athletic Directors, and umpires (“KLUB”).

Section 2.  The Vice President (Anna Cook, Sayre) shall serve a term of 2 years. The Vice President may serve 2 consecutive terms after which the Vice President will be ineligible to run for this office for at least 1 term.  Election shall be held in an even year.

The Vice-President shall support the President and represent the Association if necessary.

  • The Vice-President shall represent the Association as directed by the President and shall preside over meetings in the absence of the President.

  • The Vice-President shall check to make sure teams are updating their scores and stats with Max Preps and send reminder emails, if necessary.

Section 3.  The Secretary shall serve a term of 2 years. 

The Secretary (Kay Morissette, SHA) is responsible for all membership notices, communication, membership rosters, Association publications, Association mailings, and historical records of the Association both for internal and external consumption.  

  • The Secretary will maintain minutes of all meetings and shall be given courtesy copies of all other Association correspondence.

  • The Secretary shall assure that member requests for documents are provided in a timely manner and at reasonable cost.

  • The Secretary will maintain the historical records of the Association.

Section 4.  The Treasurer (Dominique Gibbons and Bob Newton, Collegiate and South Oldham) shall serve a term of 2 years. 

The Treasurer is responsible for all aspects of the financial affairs of the Association and shall not allow any disbursements or commitment of Association funds without proper approval and availability of funds.

  • All financial transactions shall be recorded both as to the amount and purpose of the expenditure.  

    1. The Treasurer shall be responsible for assembling the annual budgets of the Association.

    2. The Treasurer will work closely with the Secretary in collection of dues from members and maintaining membership status.

    3. The Treasurer shall assure that financial and accounting procedures are established in writing and conform to good accounting practices.

    4. The Treasurer shall write up an invoice for all schools for KGLCA membership and send it out in a timely fashion. 

ARTICLE V

Meetings and Voting

We will have 1 virtual meeting for ALL coaches right after the end of the State Tournament to have a broad discussion of various topics. The Regional representatives will meet at least 2 times per year in order to review rules, guidelines, and procedures. Decisions at meetings will be decided by a majority vote of eligible voting members.

ARTICLE VI

Censorship of Members

Section 1.  This section applies to all members.

Section 2.  Members may be censored for the following reasons:

  • Failure to perform mandated duties in the Bylaws for the held office.

  • Misrepresentation of the Association.

  • Attempting to use the Association name for private gain in violation of the Articles of Organization or violating any other of the terms of these Articles.

  • Bringing ill repute upon the Association due to personal misconduct either related or unrelated to the Association.

  • For fraud, theft or other illegal acts committed against the Association.

  • Willful violation of rules established for Kentucky High School Lacrosse.

ARTICLE VII

Impeachment of Officers and Elected Offices

Section 1.  This section applies to all officers and elected committee members.

Section 2.  Members may be removed from office only for the following reasons:

  • Failure to perform mandated duties in the Bylaws for the held office.

  • Misrepresentation of the Association.

  • Attempting to use the Association name for private gain in violation of the Articles of Organization or violating any other of the terms of these Articles.

  • Bringing ill repute upon the Association due to personal misconduct either related or unrelated to the Association.

  • For fraud, theft or other illegal acts committed against the Association.

Section 3.  Procedures:

  • Charges shall be made in writing to the President.  Charges must include evidence of the offense and a specific listing of the Bylaws Section being used to make the charge.  If the charge involves the President, the charges shall be submitted to the Vice-President.

  • The individual in question shall be notified of the charges within 15 working days.

  • The President or Vice-President if the President is involved shall conduct a preliminary hearing within 15 days of the charges being made, at which time a statement from the charged member will be entertained.  If no statement is made it shall be assumed that the member is contesting the charges.  The President depending on the evidence presented and her/his investigation shall:

  • Dismiss the charges as groundless and notify the individual

  • Determine that enough evidence exists that a full hearing by the Association is warranted; issue a suspension of duties letter to the affected member including a hearing date.  The hearing will commence no later than one month after the charges have been filed.

  • The Association shall determine, based solely on the information presented, the case against the member.  The member shall have the right to hear and question the member bringing the charges.  The member shall have full rights to defend or deny the actions cited.  The investigation conducted by the President or Vice-President, if the President is involved, will be presented and the member shall have the right to contest such findings.  The case shall have to be presented and the member shall have the right to contest such findings.  The case shall have to be proven by the member or members bringing the charges.  A majority vote of the Association is necessary to convict a member and impose sanctions on the member including removal from office and/or censure.  Censure shall exceed three years per offense. 

  • A censured member may not run for an elected office or be heard at the Association meetings for the duration of the censure period.  

  • Impeachment is a very serious matter and affects Association business and its image; therefore a member bringing frivolous charges against a holder of an elected office of the Association may be censured upon recommendation of the President and a majority vote of the board.  

  • All impeachment proceedings shall have a written record maintained and submitted to the Secretary upon completion.  All such proceedings shall be maintained in perpetuity.

  • A convicted member shall only have recourse to a review hearing if substantial new evidence can be presented that would change the basic conclusions reached by the committee.  The member may submit this evidence at any time.  Frivolous appeals will be brought before the Association with a recommendation for additional censure.

  • Hearings will be conducted in the most convenient manner to address the situation.  Face to face hearings are not required under these bylaws.  Electronic means such as teleconferencing may be used.  The President or the Vice-President, if the President is involved, the format of all hearings conducted by the Association.

ARTICLE XIII

Amendments

Section 1.  All amendments to the Bylaws shall be approved by 75% of total voting membership responding within a one-week deadline of the proposal.

Section 2. Procedures:  Proposed amendments to the bylaws shall be sent to the Secretary by the first annual meeting.

Section 3.  An amendment shall become effective upon a successful vote of the membership unless a different time period is specified in the amendment or affects the responsibilities or terms of elected offices of current office holders.  If the responsibilities or terms of elected positions are affected, they will not be implemented until after the current office holders term expires.

ARTICLE IV

Awards

  • All-Region Team - Coaches will select players based on final regular season Regional standings. If a Region has 5 teams, then the winner will receive 5 picks; the runners-up will receive 4 picks; etc.

  • All-State Team - 1st Team = 18 players (4 attack, 4 defense, 8 midfield, 2 goalkeeper)/2nd Team = 18 players (same as 1st Team)/Honorable Mention = 10 players

    • Regional representatives will be responsible for submitting a Player Watchlist by April 1st highlighting the top players from their Region.

    • Regional representatives will then be responsible for submitting a Final Player Watchlist by May 10th updating the list of top players in their Region. These lists will be reviewed by the entire committee and selections will be made from these lists.

  • Positional Players of the Year - After 1st Team All-State selections have been finalized by the committee, the committee will then vote for the Positional Players of the Year: Attacker of the Year, Midfielder of the Year, Defender of the Year, and Goalie of the Year.

  • Miss Lacrosse - This award is intended to recognize the top Senior player in the state. Coaches may nominate 1 player and the committee will vote to determine the winner.

  • All-Star Game - The All-Star Game will be a statewide event composed of 2 separate games; Seniors vs. Seniors and Underclass vs. Underclass. Each school in the league is responsible for sending one player for the Senior game and one player for the Underclass game. For the 2025 season, Regions 1-4 will play together while Regions 5-8 will play together. Other details such as game site and game coaches will be determined at a later date.

  • All-Regional Tournament Teams/MVP - At the conclusion of the Regional Tournaments, coaches will select their All-Regional Tournament Team players. All Regions must also award a Regional Tournament MVP.

  • Coach of the Year - Each Head Coach may submit a vote for Coach of the Year.  The vote must be submitted to the members of the Awards Committee who are selected to receive and tally these votes. 

  • All-American and Academic All-American - All-American and Academic All-American will be selected in accordance with the applicable USA Lacrosse procedures.  The committee will be responsible for voting on these awards.

  • Jackie Pitts Award - This award is administered through USA Lacrosse and recognizes a player who “goes above and beyond in service to their team, school, and community”.

***The KHSAA only administers the All-State Tournament Team and State Tournament MVP.
